Across Europe, cities are under pressure to cut congestion, improve air quality, accelerate decarbonisation and keep urban centres accessible. The new SUMP 3.0 guidelines raise the stakes by making sustainable urban mobility planning more delivery-focused, with stronger emphasis on governance, monitoring and measurable outcomes.
