We have been working with Q-Park Limited on the Birmingham New Hospitals Project (BNHP) and I have been asked by them to give a reference, which I am pleased to do. Q-Park was selected as our preferred partner during the bidding stage of the project in 2004 and formal contracts were signed by all parties in June 2006.

The Birmingham New Hospitals Project is PFI contract to design, build, maintain and provide certain services to two NHS Trusts. The capital build value is £553 million making it the second largest single hospital development undertaken in the country. Large schemes such as this, particularly in the PFI context, always present a challenge to all those involved due to their size and complexity. Q-Park has demonstrated an understanding of the methods, design, requirements and delivery of a large and complex master plan.

Flexibility in effective management of existing parking facilities during this essential building process is also challenging. Q- Park have shown operational ability and a keen understanding of what is required to successfully fulfil customer service standards and client service level specifications. I would also characterise our relationship as being built on mutual understanding and co-operation and we have worked closely together to ensure that the needs of the stakeholders are satisfactorily met.

Q-Park’s approach to car parking is certainly dedicated, and their broad experience in this field is evident, bringing a degree of comfort and confidence to our dealings at all levels with them.

I am happy with our involvement with Q-Park and can recommend their services and, in particular, those that they have brought to our own project.

The imaginative and ambitious development of Liverpool’s City Centre was one that required exceptionally strong partnerships with all the organisations, companies, bodies and groups involved, with each performing a key role to ensure that the completed project would revive and regenerate the area over the long term.

The scheme itself has been provided with high quality materials and finishes through out, which is also evidenced in the car park. I have been requested by Q-Park to provide a reference on their behalf further to our current involvement with them on a similar project at Musgrove Park Hospital, Taunton.

Throughout the bid and negotiations process, I found Q-Park to be diligent and attentive to the needs of the Trust, in particular in the setting-up of a revised parking management scheme, involving a new staff permit system. Their approach to the procurement process was very positive throughout.

Q-Park have consistently provided efficient and very practical operational solutions, and have made considerable improvements to the parking resources on site, and to accessibility generally. This has happened during challenging circumstances of substantial space shortfalls during developments on site.

In terms of the design and construction of the new multi-storey car park, Q-Park have shown themselves to be willing to consult widely with in the Trust, and have been responsive to our comments and requirements. We are very satisfied with the appearance and functionality of the new MSCP, and Q-Park has shown special interest and dedication to this aspect. They have been diligent with the local Planning Authority and local residents alongside the Trust.

They have generally been resourced to manage all aspects of this project, to achieve Financial Close and a very satisfactory mobilisation of the contract. Q-Park continue to show a very positive partnership approach to working with us on the day-to-day operations, and have a solid grasp of contractual requirements. They have a very clear appreciation of sensitivities and pressures of working in a Hospital location, and respond appropriately.

I have no hesitation in recommending Q-Park for your serious consideration for involvement in your Project.
